Core updates reach every node

Bug Fixes

• Updates: Community Edition nodes were never offered core service updates. They now see every available update in the web interface.
• Updates: core service updates no longer show as blocked waiting for a newer configuration tool.
• Installation: new Community Edition installs start a set of core services that work together.
