Historian recording restored

Bug Fixes

• Historian: tables record again, and trends, charts and reports read their history instead of reporting that the Historian table is not available. Values from while recording was stopped were not stored.
• Alarms: the Historian and the IO Manager raise a Leader Change alarm when leadership moves, like the other core services.
