Tunnel access uses revocable API keys

- Remote access: SSH access is replaced by API keys that can be revoked. Revoking a key closes the sessions that were opened with it, and requests with a rejected key are refused.
- Access control: a key can be limited to the targets it is allowed to reach, and the tunnel enforces that policy on every connection.
- Tools: each interactive tool is assigned its own reverse port.
