Automations can copy stored files instead of re-uploading them

• Automations: a script-based automation or integration can now copy a stored file, such as a synthesized speech clip, from one place to another without re-uploading it. A malformed file reference is reported with a clear error instead of being silently accepted. Extensions that rely on this, such as Google TTS, need this release to take effect.
