Extensions check the platform they need

Bug Fixes

• Extensions: an app that needs a newer platform than the node runs is refused at install, naming the version it needs, instead of installing and failing to find its folders.
• Cloud: a node that refuses an upgrade keeps serving its current configuration and records why, and no longer delays starting or upgrading other nodes.
